Basis and Objectives What is EcoControl certifyingEcoControl certifies: 1. Natural and Organic Cosmetics according to the NaTrue and NSF / ANSI 305 (for the US market) standards 2. Raw Material, produced from organically grown, certified agricultural produce (including from wild collection areas), which are no food or feed (exception feed for pets) and are not processed to food or feed. As a basis for certification of the agricultural raw materials the following standards are accepted: Regulation EEC No. 834/2007, the Swiss bio ordinance, the National Organic Program (NOP), Japanese Agricultural Standards (JAS) for organic plants, Codex Alimentarius Guidelines for organic production and all organic standards under the roof of IFOAM (e.g. Naturland, Demeter, Bioland, Soil Association, Bio Suisse…). 3. Processed Plant Material: Accepted processing procedures of the plant material are physical extraction, CO2 extraction, water vapour extraction, plant oil extracts, alcohol extracts. If other means of extraction are used it must be stated on the certificate explicitly. 4. Quality Management Systems, having a documented and implemented GMP system (on the basis of the cosmetic GMP ISO 22716:2006) and follow the EcoControl principles. 5.
Company Standards, which
comply with the EcoControl principles
EcoControl certifies the "company standard" respecting the following principles:
The EcoControl principles shall be documented and include at least the following:
The processes and criteria documented according to the points 1 - 5 are
assessed along to the requirements of ISO 7. On the basis of the all4quality
audit system considering the Why EcoControl is not an approved inspection body according to the Regulation EC 834/07The Regulation EC No. 834/2007 is valid for unprocessed agricultural produce and animal husbandry (in future also aquaculture), as well as for food and feed (not for pet feed). Certification bodies may only be approved according to the Regulation EEC 2092/91 or claim for their activities to work according to this regulation if they certify produce within the above mentioned scope. Extracts, flavours / aroma, essential oils do not fall in the scope of the Regulation EEC 2092/91 if they are used in the production of cosmetics. Flavours and essential oils are not categorised as agricultural ingredients, in the sense of the Regulation EEC 88/388 on natural flavours and may thus not be certifies according to the Regulation EEC 2092/91 on organic food and feed. Certification „analogical“ to the Regulation EEC 2092/91 is not legal / inadmissible.
EcoControl certifies those processed goods, based on organically produced
and certified raw materials but not falling under the scope of any actual
legal standard or norm. Therefore EcoControl as well as no other
certification body may be approved for this activity by any legal
administration. On which basis EcoControl is certifyingEcoControl certifies the above mentioned products under the following conditions: The operation must work according to (cosmetic) GMP or another comparable Quality Management System. The operation must have a documented, implemented batch number based traceability system. It must guarantee that the claimed qualities are used in the formulas / recipes of the processed goods. The
basis for certification of the QM System is described at
www.eco-control.com and on the internet pages of the certified
operations. The background and experience of EcoControlThe EcoControl procedures and the know how are based on the ten years of experience of Dr. Joachim Banzhaf, director of EcoControl. Joachim Banzhaf is the head of the BDIH inspection and certification body for natural cosmetics. He is technical auditor for the accreditation of certification bodies (product and management certification), EFQM assessor and ISO 9000 lead auditor. In the sector of organic certification he has a more than 15 years experience doing world wide inspections and training of inspectors and certification body personnel. All this experience is used within EcoControl.
